Pueblo, Colo., Feb. 17, 2026 – The Pueblo Urban Renewal Authority (PURA) announced the election of new officers of the Board of Commissioners at its Regular Meeting on February 10, marking an important milestone in a period of organizational transition.
Dr. Garrison Ortiz, Chairman 
Dr. Ortiz began his tenure on the PURA Commission in 2019 as the Pueblo County Commissioners Representative required by House Bill 15-1348. Following his term as County Commissioner, Ortiz was appointed by the City of Pueblo in 2024 to serve a five-year term on the PURA Commission and was elected the Board Treasurer from 2024-2025. Ortiz is currently employed by Colorado State University Pueblo as the Chief Financial Officer.
Dr. Kathy DeNiro, Vice Chairwoman
Dr. DeNiro began her tenure on the PURA Commission in 2023 as the representative of the School District 60 Board of Education also required by House Bill 15-1348. Following her term on the District 60 Board of Education, DeNiro was appointed earlier this year by the City of Pueblo to serve a five-year term as a voting member of the PURA Commission. DeNiro is a retired educator.
Fallon Miller, Treasurer
Commissioner Miller was appointed by the City of Pueblo in 2025 to fill a vacated term ending in 2030 and served as Treasurer for the latter part of the year. In 2026, she was elected to serve a one-year term as Treasurer and is currently employed with the Colorado Department of Local Affairs as the Housing Development Specialist Rural Teams Manager.
The newly elected officers bring a diverse range of professional experience and community insight into PURA’s leadership, reinforcing the organization’s commitment to responsible stewardship of public resources and impactful development.
The election of officers comes at a pivotal moment for PURA, as the Authority prepares to welcome a new Executive Director. Together, the board and incoming Executive leadership will focus on key priorities including revitalization of targeted areas, support for catalytic development projects, and renewed engagement with community stakeholders.
“The Board is focused on moving forward with clarity, accountability, and purpose,” said Ortiz. “With new leadership in place and an Executive Director appointment on the horizon, PURA is positioning itself for a new era of collaboration and progress.”
