The Dillon North development is transforming a once underutilized property into a growing commercial destination that will bring new services, employment opportunities, and private investment to Pueblo.

Through a Redevelopment and Reimbursement Agreement (RRA), the Pueblo Urban Renewal Authority (PURA) partnered with the developer to support approximately $18.7 million in eligible public improvements necessary to prepare the site for redevelopment. These improvements include environmental assessment and mitigation, wastewater infrastructure upgrades, stormwater infrastructure installation, site preparation, and other public site improvements.

Under the RRA model, the developer funds these public improvements upfront. As redevelopment occurs and property values increase, a portion of the new property tax revenue generated within the Urban Renewal Area may be used to reimburse eligible public improvement costs over time. This approach allows critical infrastructure needs to be addressed without requiring upfront public funding.

Dillon North demonstrates how urban renewal can facilitate redevelopment by addressing infrastructure challenges that often prevent investment on underutilized sites. By supporting necessary public improvements, PURA helps create conditions that attract private development, generate economic activity, and encourage long-term community growth.

With construction and development moving forward, the Dillon North Shopping Center is quickly emerging as one of Pueblo’s newest commercial hubs and a significant investment in the future of the community.
