The goals of the LWS Plan will implement the following provisions of the City of Pueblo’s Comprehensive Plan.

• Preservation of Urban Residential land use areas
• Expand employment center: light industry, mixed land use
• Enhance and promote open spaces and riparian areas along Wildhorse Creek
• Eliminate and prevent conditions of blight
