Project Area Highlights:
The Bluffs URA was established in 2024 to address documented blighting conditions, infrastructure challenges, environmental considerations, and development barriers affecting approximately 3.3 acres overlooking the Arkansas River. The area contains vacant land, steep topography, deteriorated infrastructure, and other conditions that made redevelopment difficult.
Previous Redevelopment Proposal: The Riverly
At the time of establishment, PURA entered into a Redevelopment & Reimbursement Agreement with a private developer who proposed construction of a 98-unit multifamily housing project. The agreement contemplated reimbursement of eligible public improvements, including environmental and site engineering, demolition, utilities, paving, fire suppression systems, elevators, and mechanical systems through future tax increment revenues generated by the project.
Since that time, the proposed development did not move forward due to project feasibility challenges, and PURA is no longer pursuing that development partnership.
Current Status
The Bluffs Urban Renewal Area remains active to support the elimination of blight and encourage future redevelopment. There is a current Prop 123 housing initiative within the area, and ongoing discussions regarding the potential use of Tax Increment Financing (TIF) to support the project.
