The Plan: 2008-2033

The goal of the St. Charles Urban Renewal Plan was to eliminate development barriers in this area. These barriers were characterized by a lack of infrastructure. PURA expected to partner with public and private enterprises to accomplish redevelopment and to stimulate primary job growth for the City.

Vestas

Reimbursement Agreement for eligible improvements not to exceed $12.5 million

Infrastructure to include wastewater, stormwater, electric utilities, gas, telecommunications, roadway improvements, and 20,000 ft of railroad and earthwork were costs that PURA incurred.

Grand opening in August 2009, 500 jobs.

2022 Revenue Sharing Agreement with taxing entities. $17 million bond issuance to go toward capital projects for taxing entities: District 60 and 70, Pueblo County.
