On October 26, 2020, Pueblo City Council adopted the Colorado Smelter Revitalization Plan by Resolution No. 14496.  Representatives from Eilers Heights, Bessemer, and the Grove neighborhoods, in partnership with the Pueblo City-County Health Department provided valuable input in creating this plan.

As a result of the desired outcomes, PURA was requested to study these neighborhoods in hopes to establish an urban renewal area that will allow for financing opportunities.  The study commenced February 24, 2022.  Once the survey is complete, next steps are drafting the “Conditions Survey” that identifies blighting factors and the “Plan” that sets forth anticipated improvement activities.  PURA hopes to invest in enhancements such as residential infill, infrastructure updates, safety improvements and assisting in securing funding sources.
